!ERROR=99 - License Error
PRO/5 Rev. 3.10 and higher issues an !ERROR=99 when a license error occurs in the License subsystem.
When this error occurs, the TCB(10) will contain the error code for the license subsystem failure instead of an Operating System error value. To obtain the text error message, call LINFO.
