Field	Description
id	ID of the control that initiated the event.
flags	In BBj 17.0 and higher, returns the scrolling orientation (HORIZONTAL= 0,VERTICAL= 1).
y	In BBj 7.0 and above, returns whether the scrollbar still being adjusted (1=yes, 0=no).
