In BBj, when selecting a menu that has no items, the menu can only be selected by clicking on it with a mouse. It cannot be selected by clicking on one menu, then dragging to another and releasing the mouse.

In BBj, both the title and tag fields must be present. The tag must be unique to the menu for that BBjWindow, but does not need to be different from controls within the window.
